Brief Bio-Data:

I completed my B.E. (Civil Engg.) in 1986 and M.E. (Civil Engg. With Specialization in Environmental Engg.) in 1988, (Both First Division with Distinction) from Govt. Engineering College, Jabalpur (India) (ME With GATE Scholarship. I was awarded PhD Degree from IIT Delhi in 2005 for my research work related to “Vehicular Pollution Dispersion Studies/Modelling Using Environmental Wind Tunnel (EWT) (Physical Modelling) Technique”. I worked as a Scientist at CSIR - Central Road Research Institute (CRRI), New Delhi (India) (August, 1992 till May,2025), and superannuated from there as Chief Scientist on 31^st May, 2025. Prior to joining CSIR-CRRI, I also worked as Lecturer (Civil) at Govt. Engg. College Jabalpur (MP), under Board of Technical Education, Bhopal (MP) (1989-90) and as Senior Research Fellow (SRF) in the EIA Division at CSIR-NEERI Nagpur (1990-92).

At, CSIR-CRRI, I have been associated with more than 85 (Eighty-Five) R&D, Technical, Consultancy. Grant-In - Aid (GAP) and EIA projects (Sponsored and funded by various Ministries/Govt. Departments/ Industries/Private Sector)) related to air and vehicular pollution measurements/modelling , EIA studies related to various industrial Sectors, Roads, Highways ,Metro Rail Corridor and Building Projects (for DMRC) [at CSIR-CRRI, New Delhi (1992-2025) & CSIR-NEERI Nagpur (1990-92)], Air Pollution Studies through EWT Technique (at IIT Delhi, 2000-2005)), Emission Gains from Metro Rail Projects (DMRC), Carbon Foot-print Related Aspects of Road/Highway Sector (MoEF&CC). I have also carried out extensive work related to ambient and exhaust emission monitoring and modelling, environmental and road safety considerations during transportation of hazardous materials by road. I was involved in these R&D and Technical Services Projects/Reports, as PI/CoPI or as a member of Core Team, sponsored/funded by various Govt. and Private Organizations/Institutes viz, DMRC, PCRA, CPCB, NHAI, MoEF&CC, SIAM, GNCT Delhi, CSIR, CAQM etc. I have also provided technical services and carried out studies as per the orders of Hon’ble High Court of Delhi (2010) (related to feasibility of installation of Weigh-In -Motion (WIM) System at Delhi Borders) and Hon’ble NGT (ToR for Bandra-Worli Sea-link Study, 2013). I have also supervised 3 PhDs Thesis along with many M.Tech & M.Sc. thesis of the students from JMI, DTU, IITD, JNU, AcSIR etc.

I have been/am member of DACs of PhD students from IITD, JMI, JNU, AcSIR (CRRI & NEERI) etc. I have been Guest Teaching Faculty to PG Courses at JMI and TERI Universities (2005-20). I have also delivered several Guest /Invited /Keynote Lectures/Addresses at various forums (Conferences /Workshops/Training Programmes). I have also contributed technical inputs as a member of various “National Committees", including that of MoEF&CC/EAC, MoHRD, DST, BIS, IRC, CPCB etc. I have also served as a member of the Academic Council of TERI University and Faculty Selection Committees at TERI and DTU. I have published more than 100 research papers in various peer reviewed National and International Journals/conferences and contributed more than 85 Technical including (R&D and Consultancy) Reports. As a member of Expert Appraisal Committee (EAC) of MoEF&CC (Infra & CRZ) (2007-13 & 2020-2025), I was involved in Appraisal/ Environmental Clearance of Projects. Recently, I also closely worked with CAQM for preparation of Guidelines for Dust Mitigation in Delhi-NCR Area, on behalf of CSIR-CRRI (2023-25).

I have also been assigned with several administrative and R& D Management responsibilities at the Institute level including discharging duties RTI Transparency Officer, Management Representative (MR) of Quality Management Division (QMD) (for ISO;9001-2015 related Activities), Chairman of Various Internal Committees related to Recruitment. Selection, Promotion, Tendering, Grievances Redressal, Investment, Audit Paras, Disciplinary Committees and also HoDs of various R&D and Supporting Divisions etc.), I also discharged duties of Officiating Director of CSIR-CRRI New Delhi (2023-25). I have also published several technical/research papers in Hindi in reputed journals to promote technical writing in Hindi and to create awareness for general public in their own native language/mother tongue. I have also been awarded Best Paper Awards by Institution of Engineers (India) (2005 & 2010) and IRC (2015) along with “Nideshak Protsahan Puruskar" (promoting Hindi for Scientific/Technical Writing) and Best In-house Project(s) at CSIR-CRRI.

At present, self is working as Professor Emeritus in the Department of Environmental, Science & Engineering at Delhi Technological University (DTU) [Formerly, Delhi College of Engineering (DCE)] since Jan. 5^th, 2026. At DTU, self is involved in Teaching UG & PG students and supervising students for M. Tech. & PhD Students. At DTU, apart from academic & professional activities, I am also serving DTU and providing my technical inputs in various DTU Committees related to developing Waste Management Policy, Bio-gas Plant, Department Research Committee (DRC), Board of Studies etc.

Apart from Academic activities at DTU, I regularly deliver lectures at various Universities, IITs on topic related to EIA, Air Pollution and Carbon Footprint, apart from serving as member in various Committees of CAQM, DST, CSIR.
