Area of Research: - Flexible Manufacturing Technology Management/Automation

Details of the Research Area:- My Ph.D. research work involved aspects regarding the management of the operation, integration, system design, current state of diffusion in India, the likely future scenario in India and the managerial practices of Flexible Manufacturing Technology (FMT) in the Indian industry. FMT encompasses CNC machines, robots, automated guided vehicles (AGVs), automated storage and retrieval systems (ASRSs), CAD / CAM systems, advanced material handling systems (AMHSs), conveyors, automatic tool changers (ATCs), control systems etc. But the most visible element of FMT is the flexible manufacturing system (FMS), which incorporates almost all these elements. Flexible manufacturing cell (FMC) is the simplest form of FMT and computer integrated manufacturing (CIM) is the most advanced and complex one. Of course, intelligent manufacturing and holons are the latest in this area, but very little is being done at the moment in India in this direction.

During my research work, I have had the opportunity of visiting several leading automobile and engineering industries in India using FMT in varying degrees. I have also had the opportunity of interacting with more than 100 professionals in the field of flexible automation, a majority of whom was practicing managers. But it also included academicians, R&D experts and consultants.

A Brief Note on my ADMINISTRATIVE EXPERIENCE, at DCE and at GBPEC (as its Founder Principal)

Part A : At DCE

I have had about three and a half years of administrative experience as Administrative Officer (AO) and Head of Office, Delhi College of Engineering. This institution has approximately 2600 students on rolls, about 120 Teaching Faculty members in position and more than 450 supporting staff.

Salient Achievements during my tenure as AO have been: (i) Service books pending for more than 10 years completed; (ii) Promotion & fixation of pay of subordinate staff expedited. (iii) more than 50 years old records weeded out; (iv) Shifting and systematising of the record room carried pout; (v) the academic, the care taking, and the account branches thoroughly overhauled; (vi) Punctuality of the subordinate staff improved vastly; (vii) to mitigate the hardships faced by the college administration, special drive was launched to fill up long lying vacant posts of groups C and D employees; (viii) it was ensured that no routine file remained pending for more than 24 hours no important one for more than 2 days at the most; (ix) the menace of ragging of fresh students, indiscipline in the hostels and in general, was put down with a firm hand; and (x) the human face of the administration was always a factor in the decision making process and as an example, the wards of the deceased employees were given jobs promptly.

During my tenure as an AO, I also have had the opportunity of acquiring the experience in some specific areas such as: Finance and Accounts; Establishment Matters; and general administration.

Experience of Being on the Selection Panels / Boards

  • On the Panel of Advisors/Experts, Union Public Service Commission (UPSC)

  • Acted as expert in the selection of foreman /instructor for the Central Institute of Education, University of Delhi.

  • Acted as a member of the selection board for the posts of Lecturers in Mechanical Engineering for Regional Engineering College, Kurukshetra (Now NIT Kurukshatra)

  • While I was Administrative Officer and Head of Office, Delhi College of Engineering, I was directly responsible for the selection of group D employees, and technical personnel for various posts in almost all the departments.

  • I have been on the selection panel of the Delhi Subordinate Services Selection Board (DSSSB), Delhi. In this capacity, I have had the opportunity of acting as an expert for the selection of Foremen, Instructors, and Mechanics for various polytechnics, and for technical posts in other departments such as the MCD, DVB Hospitals etc.

APPENDIX VI: Achievements/Developments at GBPEC as its Founder Principal in a Span of less than Six Years

  • I was appointed as OSD to look after the duties of the Principal, Govind Ballabh Pant Engineering College, at Okhla, New Delhi, in a diverted capacity from Delhi College of Engineering on April 18, 2007, by the Govt. of Delhi.

  • Initially, I was given a brief to start this degree level college, affiliated to the GGS IP University, in July 2007 itself, with an intake of 120 students. Two UG level courses were offered: B. Tech in Manufacturing & Automation Engineering (MAE) and B. Tech in Electronics & Communication Engineering (ECE), with an intake of 60 students in each branch.

  • It was an uphill task to start the institution in a matter of less than two and a half months, considering the fact that:

  1. No building/space was earmarked out of the existing building of GB Pant Polytechnic

  2. No functional labs were readily available beforehand.

  3. No ministerial staff was available beforehand

  4. No teaching faculty having experience of decree level institution was available beforehand

  • It was, thus, a very precariously positioned situation and to overcome these daunting obstacles was in itself a huge challenge, because:

    • The AICTE team was due to visit in June 2007 itself for inspection and, therefore, all the required norms had to be fulfilled or be in place before-hand.

    • Affiliation with the GGS IP University had its own requirements, which also had to be in place.

    • At least the labs for the first year had to be in place.

    • The class rooms, the furniture, etc. had to be made available to the students.

    • The parents were to visit and they had to be made comfortable with the ambience of the institute.

    • The teaching faculty had to be arranged immediately.

All these tasks were completed on time and to the fullest satisfaction of my superiors; the same was appreciated by the then Principal Secretary, TTE, GNCT of Delhi.

  1. APPENDIX VII: Achievements as the Director-cum-Principal, Delhi Institute of Tool Engineering (Govt. of NCT of Delhi),Wazirpur/Okhla, New Delhi.

  1. After assuming the charge of officiating Director-cum-Principal (DP) of Delhi Institute of Tool Engineering (Govt. of NCT of Delhi),Wazirpur (Campus I) & Okhla (Campus II) New Delhi on June 18, 2013, I achieved the following:

    1. Ensured the commencement of new course of B. Tech. (Mechatronics) – the application for which was lying un-attended with the GGS IU – in this very session (2013-14).

    2. Revived & completed the process of getting the permission of the GGS IPU for starting M. Tech in Tool Engineering in DITE w.e.f. this session.

    3. Resolved urgent but long pending issues of the staff (medical bills re-imbursement, making case for their 5-day working week, getting the teaching faculty declared as the vacation staff etc.)

    4. A vision document for the development of DITE into a prestigious Engineering Institution worthy of offering UG, PG & Ph. D. Programmes in core and frontal domains of Engineering & Technology, having collaborations with prestigious international Universities/organizations prepared and submitted to the concerned authorities.

    5. In the vision document, due emphases laid down for developing the Tool Room & Production facilities of the DITE (which, as of now, are almost dormant due to less work orders pivotal upon a paradigm shift in the technological profile of the Indian Manufacturing Industry) into a World Class Skill Centre (WCSC) by the Deptt. of Industry.
